Maximum concurrent chats setting per-operator

Allow the maximum concurrent chats, when using automated chat routing, to be set in the user's profile rather than a global setting for all operators. 

This will allow seasoned chat operators to accept more than new or in-training operators.

During my initial training on a different chat program, i was skilled at just 1, then 2 chats, then up to 3, which was the max at our company. Having the ability for an admin to go in and skill max concurrency with different operators would be fantastic, especially for growing chat programs. Where i'm at now, it's just me though.
